## Decision purpose

Approve a 60-day evidence and implementation lane for differentiated construction-cycle reduction by object type.

## Decisions requested

1. Approve P0 agency/system data requests and response tracker.
2. Assign legal owners for L3 NPA promotion and PP 1512 replacement review.
3. Approve pilot object types and regions from `pilot_register.csv`.
4. Approve scenario-review process for non-additive measure effects.
5. Approve package refresh only after updated evidence passes QA.

## Evidence separation rule

- Normative procedure deadlines are not factual project-cycle durations.
- Factual duration requires object-level G0-G8 event evidence with source URL/card and date precision.
- Expert estimates and benchmarks remain labeled as such.
- NPA links are through object type -> stage -> procedure -> act, not a flat list.

## Decision stop conditions

- No use of PP 1512 for FAIP/capital-investment wording unless legal owner resolves the mismatch.
- No legal-ready NPA wording below L3.
- No external use of portfolio scenario bounds without signed overlap/dependency review.
- No statement that the 1000-day cycle is universal across object types.
